Cooper Electrical Services Ltd acknowledges that purchasing goods and services should take account of how items have been made, the ethical origin and how they will be disposed of.
Sustainable procurement decisions will need to address high priority sustainability issues. Achieving sustainable procurement will often involve balancing conflicting issues between environmental, economic and social issues.
While respecting all UK procurement regulations we will endeavour to:
•Integrate environmental assessment criteria into our procurement strategy and purchasing procedures.
•Evaluate products and services to ensure that we are using supplies with social responsibility and ethical values.
•Ensure that quotation and tender evaluation of goods and services consider whole life costing and not just initial purchase cost.
•Develop constructive dialogue with priority suppliers to improve their environmental performance.
•Continually improve our sustainability purchasing performance through the setting and review of relevant objectives and targets.
•Provide resources for development and implementation of this policy and ensure employees engaged in purchasing activities have access to appropriate guidance.
•Communicate and publicise this policy to suppliers, employees and any other key organisations and report progress as required.
1.To safeguard the health, safety and welfare of all its employees whilst at work, and to provide, so far as is reasonably practicable, working environments which are safe and without risk to health by effectively managing risks through the progressive identification, elimination, reduction and communication at every stage in the life of each project or operation.
2.To conduct its undertakings in such a way as to ensure, so far as is reasonably practicable, that people not in our employment, but who may be affected by our operations, are not exposed to risks.
3.To meet relevant legislative requirements pertaining to health and safety, which apply to the Company’s undertakings. These requirements will be regarded as minimum standards.
4.To provide and develop an organisation with clearly defined responsibilities which actively supports risk management and promotes the involvement of all members of the organisation, including sub-contractors, in the practice of progressive improvement in Health and Safety Management.
5.To promote the involvement of employees and Sub-contractors in Health and Safety Management.
6.To use systematic hazard identification and risk assessment system and carry out operations using appropriate methods once hazards and risks have been identified.
7.To ensure employees are competent to carry out the tasks allocated to them.
8.To provide information on risks, and the appropriate preventative/protective measures to all employees involved or affected by our operations.
9.To provide adequate training to employees for the tasks required of them.
10.To bring the contents of this policy to the attention of all employees.
11.To review and update this Policy either annually or following significant change to meet new legislation and business developments and to formalise improvements in the Company’s Health and Safety Management.
We believe that our success in the management of Health and Safety will be assured by the competence of our staff and operatives. We will therefore ensure the competence of our staff and operatives by:
a)Developing and maintaining or otherwise procuring training for our staff and operatives appropriate to the needs of our business.
b)Providing training in a timely manner.
c)Ensuring that all staff, operatives and sub-contractors receive induction training before they are allowed to work on site.
d)Ensuring that operatives receive certificated training where appropriate.
e)Ensuring that employees and sub-contractors are given appropriate operational briefings and updates on tasks, which involve significant Health and Safety Risks.
f)Reviewing and updating training needs through:
•appraisals of performance
•workplace inspections
•accident/incident investigation
•and wherever there is a significant change in the task or the workplace
Managers & Engineers. are required to: –
1. Act on the Company’s Safety Policy generally and in particular see that tenders take account of safe methods of working and construction and allow
for the provision of the required welfare facilities.
2. Determine at the planning stage of contracts, so far as possible, known hazards, safe methods of working, including proper lighting of the works and fire precautions, the allocation of responsibilities between the Company and it’s sub-contractors and others, for facilities of welfare and sanitation.
3. Prior to commencement of work to outline to site management the sequence of operations and potential hazards at each stage of the works, indicating precautions to be adopted.
4. Ensure that the work is carried out to plan and that the Construction Regulations are adhered to by providing adequate supervision.
5. Set a personal example on site visits by wearing appropriate protective clothing.
6. Take action to remedy any defects in plant and equipment.
7. Take all necessary action in order to observe the contractual requirements of any Client/Employer relating to health and safety.
8. To carry out periodic spot checks to ensure that Company health and safety procedures are being observed with particular reference to the issue and use of safety equipment.
9. To provide an accident book to each appropriate location.
Supervisors. have the following responsibilities: –
1. Act as site Safety Officer to sites under their supervision and to be responsible for the arrangement of first-aid facilities and the administering thereof, in accordance with the Construction Regulations and the circumstances of the site, including making employees and sub-contractors aware of the location of those facilities. To ensure that proper care is taken of casualties and to know where to obtain medical help and ambulance service in the event of serious injury.
2. To ensure that all employees and sub-contractors engaged on site, are issued with, sign for and use the appropriate safety equipment and protective clothing.
3. To organise the site so that work is carried out to the appropriate standard with minimum risk to persons, equipment and materials.
4. To know and have observed the requirements of the Construction Regulations and all other relevant legislation as well as approved Codes of Practice, together with the contract conditions of the Client/Employer relating to health and safety, and to ensure that employees and sub- contractors are similarly informed.
5. To ensure that all employees, particularly new employees and sub- contractors have been properly instructed to use safe methods of working, are issued with any appropriate written instructions/contract conditions and that they adhere to the instructions given.
6. To instruct employees not to take unnecessary risks.
7. To arrange safe delivery and stacking of materials.
8. To ensure that all items of plant and machinery left unattended are immobilised and left in a safe condition, having particular regard to the safety of other persons engaged on the site and, more particularly where access may be gained to the site by the general public.
9. To ensure that any electricity supply is installed and maintained in a safe working condition.
10. To plan and maintain a tidy site.
11. To implement arrangements with sub-contractors and other contractors on site to avoid any confusion about area of responsibility.
12. To check that all machinery and plant, including power and hand tools are maintained in good condition.
13. To set a personal example in attitude to safety matters.
14. To take action against those who constantly fail to consider their own well-being and that of others around them.
15. To report defects in plant and equipment to the office.
16. To reports all accidents in accordance with Company procedure and ensure details are recorded in the accident book.
17. To ensure notifiable accidents and dangerous occurrences are reported to the office.
Operatives & Sub-contractors. are required to:-
1. Make themselves familiar with all safety practices, including safe methods of working and be aware at all times of the location of equipment facilities and personnel in respect of the provisions of first aid.
2. Use the correct tools and equipment for the job, use safety equipment, and protective clothing supplied, with particular reference to ladders safety helmets, belts and eye protectors.
3. Observe the safety policy and regulations relating to specific contracts, sites and working practices, as issued.
4. Keep tools in good condition.
5. Report to the supervisor defects in plant and equipment.
6. Develop a personal concern for safety for themselves and others.
7. Avoid improvising, which entails unnecessary risks.
8. Give support and suggest ways of eliminating hazards.
9. To report any accidents in accordance with company’s procedure.
Note
Employees are reminded that they have a duty under section 7 of the Health and Safety at Work act 1974 to take reasonable care for their own safety and the safety of any others who may be affected by their acts or omissions and also to co-operate with the Company in its arrangements to perform or comply with statutory safety obligations which includes adherence to the Company Safety Policy.

1.0 Environmental Management Arrangements.
The company director is responsible for implementing policy and procedures and for the appointment of competent site supervisors whose duties shall include the operation of its environmental protection procedures The company director shall also appoint “competent persons” to assess environmental protection for any contract requiring non standard procedures or competence not available from within the company.
All tenders shall include completion of an environmental protection questionnaire to ascertain any potential environmental hazards / risks which may arise from the proposed works.
Site supervisors will be briefed on procedures and precautions foe environmental protection prior to commencement of all contracts by the company director or appointed competent person.
2.0 Pre Contract Procedures
The director of the company or persons authorized by them to conduct negotiations with clients shall ensure that they ascertain all relevant facts relating to potential environmental problems or protection conditions prior to submitting tenders.
This will involve completion of the company`s environmental protection questionnaire which will be retained by the company for use in determining the appropriate environmental protection actions / procedures to be applied.
3.0 Site Supervisor Procedures
The company`s site supervisors shall apply all procedures as specified in written instructions to be issued prior to commencement of site works by the company director or appointed competent person.
These shall include (As required)
Waste minimisation, collection, storage and disposal procedures.
Water pollution prevention procedures.
Air pollution prevention procedures.
Land pollution prevention procedures.
Noise and other nuisance pollution prevention procedures.
Site inspection and record keeping procedures.
A contract check list shall be completes by the site supervisor and forwarded to head office to confirm all necessary precautions / procedures have been implemented on commencement of works.
4.0 Waste Minimisation, Storage & Disposal Procedures
All working methods and procedures shall be arranged as to minimise waste and where viable recycle materials.
Where waste production is unavoidable the company shall arrange disposal to a licensed site via a licensed waste disposal contractor and shall require written confirmation that they are licensed and the proposed disposal site is also licensed for the purpose.
Where waste is stored on site to await collection it shall be stored in suitable locations and / or containers to avoid environmental pollution.
Where debris / waste is generated above ground level suitable enclosed waste chutes shall be provided to allow transfer to ground level without causing undue dust, litter or other environmental pollution.
5.0 Water Pollution Prevention & Procedures
The company shall take appropriate steps to locate and protect all water supply services on site and locate and if required protect all sewers and surface water drains from the ingress of any pollutants.
All fuel tanks, generators etc shall be bunded or have the appropriate drip trays to avoid accidental spillage and / or water, and land pollution, if required spill kits will be provided on site.
Where vehicle wheels have to be cleaned to avoid deposits on roads this shall be achieved by mechanical or other physical means, where economically and technically viable. If water wash systems need to be used these shall be provided and maintained by a specialist company.
In general, mechanical plant will be obtained from a specialist plant hire company, who will be expected to maintain the plant such that there is minimal risk of contamination from lubricates and fuels.
6.0 Air Pollution Prevention & Procedures
Air pollution may arise from construction and building maintenance activities from a variety of sources i.e. from use of internal combustion engines on powered plant (generators etc), from chasing activities (dust), or from indiscriminate burning of waste materials. The following procedures shall be applied by the company.
1. No waste shall be burned on site
2. All IC engines shall be regularly serviced and returned to hirer if in need of service.
3. All activities involving dust or debris generation shall be enclosed with sheeting or otherwise contained where
practicable and economically viable.
4. All dust generated shall be removed for disposal by means of vacuum cleaning where practicable.
5. All volatile, hazardous or toxic chemicals or otherwise polluting wastes shall only be stored in closed containers in a
secure storage area.
7.0 Land Pollution Prevention & Procedure
Land may be polluted by inappropriate waste storage, disposal or accidental release of polluted liquids e.g. sewage, fuels etc. The company`s waste and water pollution prevention procedures shall be applied to minimise / eliminate the risk of land pollution from the company`s activities. Where the company has reason to believe that land contamination has taken place it shall immediately contact the site project engineer and implement remedial measures.
All vans will carry suitable environmental spill kits as required, to minimise risk of pollution following any accidental spillage.
8.0 Noise Pollution Prevention & Procedures
The company activities can generate noise from both manual works and power tool activities, also nuisance in the form of litter, mud on roads etc.
Good organisation and management plus preplanning and phasing of activities are required to minimise noise and other nuisances. The company will endeavour to minimise noise by good maintenance of plant and screening of activities where practical and economically viable. Other nuisance will be minimised by application of other procedures contained in this policy.
The company will agree hours of work with the client to minimise nuisance to clients, staff and neighbours at the contract planning stage.
The company`s site supervisors will ensure all complaints of noise or nuisance are attended to as a matter of priority and will report such complaints to the company director.
9.0 Site Monitoring / Inspection Procedures
Where sites are occupied for more than fourteen days the site supervisor will inspect activities and complete a inspection check list. Copies of completed inspection check lists shall be retained on site for inspection by the company director / competent person. Any issues highlighted on the check list will be given immediate attention and the necessary remedial work carried out.
To be completed by the company`s nominated site supervisor at commencement of contract and every fourteen days until contract end date. Copies to be retained on site and forwarded to head office.
